§ 190-52 Cleanliness.
   All commercial refuse generators shall maintain their alleys and the area surrounding the refuse containers free from refuse and other potential hazards to the public health, safety or welfare. Where unusual or inordinate waste material is generated, special collections shall be arranged with the city.
