The Director of Public Works may require any residential generator who regularly or habitually exceeds 90 gallon capacity or 150 pounds of refuse within a collection period, or any resident who regularly generates refuse requiring special handling, or regularly abuses or violates the provisions of this subchapter, to use a commercial disposal service or make other arrangements for refuse collection services.
