Residential refuse generators shall place refuse containers on the scheduled collection days at the curbline of the street fronting their property or in the alleys at the rear or side of their property. Actual location and positioning of containers, whether street or alley, shall be as designated and specified by the Director of Public Works in conformity with the method of collection at curbline of any street prior to 6:00 p.m. on the day preceding the day of collection; and after such containers are emptied, they should be removed immediately or no later than 6:00 p.m. on the day of collection.
