§ 190-23 Responsibility for Damage to City Owned Containers.
   Customer users shall assume full responsibility for any damages, other than normal wear and tear, to containers assigned to them and shall pay all costs for actual repairs required in connection therewith. This encompasses damages resulting from negligence or abuse by the user.
