(A) Fill, permanent structures or buildings, including residential structures, may be placed or erected in the Colorado River Floodway Fringe, provided, in the case of buildings, that the elevation of the lowest floor (including basements) is at least one foot above the Colorado River BFE.
(B) Land may be filled, provided the top of the compacted fill shall at no point be below the Colorado River BFE for at least twenty-five feet beyond the limits of any structure erected or placed thereon.
