For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BALLOONS/INFLATABLE DEVICES. One or more balloons or inflatable devices used as a permanent or temporary sign or as a means of directing attention to: any business or profession; a commodity or service sold, offered, or manufactured; or to any entertainment.
ENFORCEMENT AUTHORITY. All officers and investigators of the city police and fire departments, the city Building Official, city code enforcement officers, building inspectors, and code enforcement specialists are authorized to issue notices to comply and citations for violations of this code within city jurisdiction.
