If any person to whom notice has been given as herein provided shall fail, neglect or refuse to remove any or all of the litter from such property within the period of time set forth in said notice or within such further time as may be granted by the Council upon determination of an appeal, the Director of Public Services is authorized and directed to remove and dispose of the litter at the expense of the owner, lessee or occupant of the property.
