Prior to the date set for compliance as specified in the notice, the owner, lessee or occupant of such property may file an appeal in writing to the Council. The Council shall, at its next regular meeting hear and determine the appeal. The decision of the Council shall be final. The Council may either affirm, reverse or modify the previous decision. No action shall be taken by the city until the Council has heard and determined all matters contained in the appeal.
