Any owner, lessee or occupant of property to whom a notice to remove litter is served shall have not less than 30 days to correct defects enumerated in the notice. If such owner, lessee or occupant shall appeal to the City Council, the owner, lessee or occupant shall be granted 30 days after determination of the appeal to comply with the decision of the Council unless the Council provides for a different date of compliance.
