The City Council hereby creates the City of Yuma Anti-Graffiti Trust Fund. The proportion of the penalties assessed against violators of this subchapter that accrue to the city will be placed in the fund, along with any monetary donations received from persons wishing to contribute to the fund. The Council will direct the expenditures of monies in the fund. Expenditures are limited to payment for the cost of graffiti removal, rewards for information leading to the successful arrest and indictment of violators of this subchapter, the costs of administering this subchapter, and such other public purposes that are involved with graffiti abatement.
