(A) (1) The Commission shall hold at least one regular meeting per month, which shall at all times be open to the public, the time and place of said meeting shall be posted in accordance with the applicable Arizona State Statutes.
(2) A quorum consisting of a minimum of four voting members shall be required to conduct business.
(B) If a member is absent for four meetings within a 12-month period, excused or unexcused, that member may be replaced by the City Council.
