(A) The Commission shall consist of not more than 11 voting members appointed by the City Council, of which seven will be members of the community and no more than four may be high school students. For the initial term of community members serving on the Commission, four members shall be appointed for a term of two years and three members shall be appointed for a term of five years to establish staggered terms. Thereafter, all members shall be appointed for a term of five years. All terms shall end on December 31. Terms of high school student members shall be the duration of school year in which each is appointed.
(B) The City Council shall fill vacancies for the unexpired terms of any members of the Commission.
(C) No member may be appointed to more than two consecutive terms, full or partial.
(D) Members of the Commission may be removed by a majority vote of the City Council.
