(A) Principal contracting, procurement officer. The Purchasing Agent shall serve as the principal contracting officer and central procurement officer of the city.
(B) Power to adopt internal operational procedures. Consistent with the provisions of this chapter, the Purchasing Agent may adopt internal operational procedures governing the City Purchasing Division with the approval of the City Administrator. Such regulations must be consistent with this chapter and the City Charter.
(C) Duties. Except as otherwise specifically provided in this chapter, the Purchasing Agent shall, in accordance with policy approved by the City Administrator:
(1) Procure or supervise the procurement of all supplies, services and construction needed by the city;
(2) Exercise supervision and control over all inventories of supplies belonging to the city;
(3) Sell, trade or otherwise dispose of surplus supplies belonging to the city;
(4) Establish and maintain programs for the inspection, testing, and acceptance of supplies, services and construction. ('80 Code, § 12-32) (Ord. 2018, passed 6-17-81; Ord. O2013-32, passed 6-19-13)
