(A) The City Council may grant a monetary preference to local bidders providing such preference is in the best interest of the city, further providing that such preference is stated in the bid offer and the bid exceeds the formal competitive bid amount. Such preference shall not be granted where federal or state purchasing policies preclude such preference.
(B) The City Administrator or designee may grant a monetary preference to local bidders providing such preference is in the best interest of the city, further providing that such preference is stated in the bid offer and the bid is between the informal competitive bid amount and the formal competitive bid amount. Such preference shall not be granted where federal or state purchasing policies preclude such preference.
