Except as otherwise provided in this chapter, the City Administrator shall have the authority and responsibility to promulgate and approve the procurement policy of the city in conformance with this chapter and the City Charter, but the City Administrator shall not exercise authority over the award of a particular contract or any dispute, claim or litigation pertaining thereto unless otherwise provided herein.
