The civilian accident investigator will be “non-sworn personnel authorized to investigate traffic accidents occurring within the city limits, and issue both criminal and civil traffic citations pursuant to A.R.S. § 28-627, or pursuant to the traffic rules of this code. The civilian accident investigator will not have powers of physical arrest. They will not be subject to or acquire any rights to the Police Pension Fund Act of this state.”
