§ 30-29 Emergency Ordinances and Resolutions.
   In the event an ordinance or resolution comes to the Council for final passage with an emergency clause and sufficient votes are received for passage, but those votes are not sufficient to adopt the emergency clause, then such ordinance or resolution is adopted but will not become effective until 30 days after passage and publication where required; such publication shall not include the emergency clause.
