Copies of proposed ordinances or resolutions shall be available to the public for examination when feasible, at the City Clerk's Office not less than 24 hours before the City Council convenes to act upon the ordinance or resolution. Should copies not be available, such ordinance or resolution must be read in full before the vote thereon.
