Sec. 4. Operation.
   The City Council shall provide the Municipal Court with a proper court room and all reasonable and necessary personnel, supplies and equipment. The Municipal Judge shall be responsible for administration of the Municipal Court as required by the laws of the State and ordinances of the City applicable to Municipal Courts. (Gen.    (a)   The City Council shall have the power to appoint a Municipal Judge Pro Tempore. The Judge Pro Tempore shall serve upon any absence of a Municipal Judge. (Gen. Elec. 12/6/77; Sp. Elec. 12/7/93; Gen. Elec. 11/6/01)
   (b)   In the event of a vacancy in the Office of the Municipal Judge or at other times as deemed necessary by the City Council, the City Council shall have the power to appoint a Municipal Judge, subject to the qualifications of Section 3 of this Article, pending the next ensuing primary or general election.
