The City of Yuma shall make all rules and regulations governing elections not inconsistent with the Constitution and statutes of the State of Arizona and to provide the necessary polling places, ballots, paraphernalia required for the conducting of such elections and for the announcing, declaring and recording the results thereof; to provide for the registration of the duly qualified electors of the City from time to time in accordance with the laws of the State of Arizona, prescribe suitable rules and regulations and appoint officers to carry such rules and regulations into effect.
