Sec. 12. Land use.
   The City of Yuma shall regulate the use of and have exclusive control over and enjoyment of all streets, alleys and public grounds and ways, and the City shall regulate as is necessary for the public benefit the use of all land within the corporate limits. (Gen. Elec. 12/6/77)
