The City may create, own, maintain, construct or acquire by gift, purchase or eminent domain, and regulate to the extent permissible under the Constitution and statutes of the State of Arizona, any and all public utilities and public works both within and without the corporate limits of the City of Yuma for the benefit, safety, welfare, health or convenience of the residents of the City.
