That in addition to all the powers granted in Section 1 above, the City of Yuma shall possess the power to purchase, receive, have, take, hold, lease, use and enjoy, condemn and take by operation of law real and personal property of every kind, nature and description, both within and without the corporate limits of the City; and to control and to dispose of the same in fee simple or any lesser interest or estate as the public interest of the City may require and as would be of public benefit.
