11.60.110: REGULATIONS NOT EXCLUSIVE:

This chapter is not the exclusive regulation of vehicles used to illegally dump wastes. It shall supplement and be in addition to regulations of other regulatory codes, statutes, and ordinances enacted by the state, or any city, town, county, or other local enforcement entities having jurisdiction.
