9.70.110: ENVIRONMENTAL EXEMPTION FOR SUBSEQUENT DEVELOPMENT:

If a specific plan is prepared and receives approval of a program EIR, then all subsequent development within the boundaries of the specific plan are exempt from further environmental review, unless otherwise required by the California environmental quality act. (Ord. 243, 10-15-2013)
