The overlay districts established by this article 2 supplement the use regulations and/or development standards of the applicable underlying base zone, where important site, neighborhood, or area characteristics require particular attention in project planning. In the event of a conflict between the regulations of the underlying base zoning district and the overlay zoning district, the provisions of the overlay zoning district shall govern. The provisions of this chapter shall apply to all projects located in a designated overlay district. (Ord. 253, 12-16-2014)
