All solid waste accumulating upon a Premises must be disposed of as frequently as required to avoid an accumulation of solid waste in violation of this Chapter, but in no case shall disposal occur less frequently than one (1) time per week, except that less than weekly disposal may be permitted during any period of time the premises is temporarily unoccupied and solid waste is not accumulating on the premises due to out-of-town travel or other similar situations.
