A. Pursuant to Section 6151.5 of the California Government Code whenever payment for public services in the form of taxes, permits, fee, fines or any other obligation owing to the city is payable by a negotiable instrument, it may be paid by check, draft or money order payable to the office, agency or board to whom the obligation is owing.
B. Pursuant to Section 6157 of the California Government Code, if any personal check offered for payment of any obligation as authorized in the foregoing subsection A of this section is returned without payment, for any reason, a reasonable charge may be imposed for the returned check and cannot exceed the actual cost incurred by the city. The charge may be added to and become part of any underlying obligation other than an obligation which constitutes a lien on real property, and a different method of payment for that payment and future payments by such person may be prescribed.
