A. The city council of the city of Yucaipa finds that unregulated and uncontrolled skateboarding, roller skating and in-line skating on public sidewalks, in public parking lots and in other locations frequented by the public creates a hazardous condition which presents the imminent risk and potential of injury to the participants and others who are lawfully using the same facilities.
B. The city council finds and declares that the immediate threat to the public health, safety and welfare posed by unregulated and uncontrolled skateboarding, roller skating and in-line skating on public sidewalks, in public parking lots and in other locations frequented by the public constitutes a public nuisance which can only be addressed by regulation and, in some heavily accessible areas, by prohibition.
C. The purpose and intent of this chapter are to provide regulations applicable to the use of skateboards, roller skates and in-line skates on public and private property where the interests of the skaters conflict with those of others, and to prohibit, by appropriate signage, these activities in certain areas where there exists such particular risk of injury to the public or interference with the public’s rights that the activities constitute a public nuisance.
