DEVELOPMENT CODE
1.13.120   Appointment of hearing officer.
The city manager shall establish procedures for the selection of an administrative hearing officer. A hearing officer shall be selected in a manner that avoids the potential for pecuniary or other bias and in no event shall the enforcement official who issued the citation be the administrative hearing officer. (Ord. 283 § 2, 2008)
