The general municipal election date of the city shall coincide with that of the statewide general election (i.e., the first Tuesday after the first Monday of November in each even-numbered year). This chapter shall apply to general municipal elections held in 1991 and subsequent years; provided, however, that nothing in this chapter shall limit or otherwise affect the authority of the city council to change the day of the general municipal election in the manner permitted by Government Code Section 36503.5, or any other relevant statute.
