“Channel” or “cable channel” means a portion of the electronic frequency spectrum which is used in a cable system and which is capable of delivering a television channel (television channel is defined by the FCC by regulation). “Channel” shall also mean discrete segments of bandwidth reserved for cable services, data transmissions or other communications services, but not including video signals.
