§ 32.004 TERMINATION OR TRANSFER OF FUNCTIONS.
   The Town Council may, by ordinance passed upon the recommendation of the Town Manager, terminate the departments established by § 32.001 or transfer to or from those departments any powers, duties, functions or obligations.
