§ 152.121 LIMITATIONS.
   The Plan Commission shall approve variations or exceptions to the regulations of this chapter only where it finds, based upon the evidence presented in each specific case, that:
   (A)   Because of the particular physical surroundings, shape or topographic conditions of the specific property involved a particular hardship to the owner would result, as distinguished from a mere inconvenience, if the strict letter of the regulations were carried out; and
   (B)   The variation or exception will not have the effect of reducing the traffic capacity of any major arterial or collector street; and
   (C)   The variation will not be detrimental to the public safety, health or welfare or injurious to other property or improvements in the neighborhood in which the property is located.
