(A) Commercial and industrial property. Commercial and business property shall be provided with concrete sidewalks at least five inches thick and of a width deemed necessary by the Plan Commission.

(B) Industrial property. Industrial property shall be provided with such sidewalks as are deemed necessary by the Plan Commission.

(C) Residential areas. Residential areas shall be provided with concrete sidewalks at least four inches thick and four and one-half feet wide, reinforced at driveways, located on the property lines on both sides of all streets; except that this requirement may be waived in those cases where the Plan Commission finds that the construction of sidewalks has been demonstrated to be unwarranted because of the location of the subdivision, the topography or other factors.
