Prior to approval by the Plan Commission of a preliminary plat, the Plan Commission shall schedule a public hearing on the matter, notifying the subdivider in writing and notifying by proper publication or otherwise, at least ten days prior to the date set for such hearing, any person or governmental unit having a probable interest in the proposed plat. The cost of publication of the notice of hearing shall be paid by the subdivider to the publisher at the time such notice is inserted.
