It is unlawful for any person, either selling, or offering for sale, any article or service by peddling, soliciting or fundraising in any place to obstruct or cause to be obstructed the passage of any sidewalk, street, avenue, alley or any other public place by causing people to congregate at or near the place where any article or service is being sold or offered for sale.
