For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
NON-COMMERCIAL DOOR-TO-DOOR ADVOCATE. A person who goes door-to-door for the purpose of disseminating religious, political, social or other ideological beliefs, and includes any person who canvasses or distributes pamphlets or other written information intended for non-commercial purposes. Requests for donations to directly support the non-commercial purpose of disseminating religious, political, social or other ideological beliefs and which are incidental to such advocacy shall be considered non-commercial solicitation. This includes any person who canvasses or distributes pamphlets or other written information intended for non-commercial purposes.
PEDDLER. Any person who on foot or by vehicle sells or offers for sale any goods, wares, merchandise or services directly to a consumer for immediate delivery or performance, either by going from house to house for the purpose of selling such goods or services or by selling such goods and services in any public place. Excluded as a PEDDLER are those persons or entities which have a principal office or sales office within Mt. Pleasant Township, or within 25 miles from the center of the Township.
PROFESSIONAL FUNDRAISER. Any person, including a corporation or other entity, who performs any solicitations for money, pledges of money or other funds or valuables. A non-commercial door-to-door advocate who also solicits for money, funds or valuables not directly related to the person's non-commercial door-to-door advocacy is defined in this section's “non-commercial door-to-door advocate” is considered a PROFESSIONAL FUNDRAISER.
SOLICITOR. Any person who solicits or attempts to solicit from house to house or upon the public street an order for goods, subscriptions, merchandise or services to be delivered or performed at a future date. Excluded as a SOLICITOR are those persons or entities which have a principal office or sales office within Mt. Pleasant Township, or within 25 miles from the center of the Township.
TRANSIENT MERCHANT. Any person, firm or corporation, both as principals and agents, who engages in a temporary or itinerant merchandising business and in the course of such business hires, leases or occupies any building or structure whatsoever. Temporary association with a local merchant, dealer or trader or conduct of such transient business in connection with, as a part of or in the name of any local merchant, dealer or trader shall not exempt any person, firm or corporation from being considered a TRANSIENT MERCHANT. This section shall not be construed to include persons who conduct home garage sales.
