(A) All bills for water service not paid within 15 days from the due date thereof, as stated in such bills, shall be subject to the collection of 10% on the first $3 and 3% on the excess over $3.
(B) Unauthorized opening of fire hydrants is a fine of $100 plus the cost of estimated water used, and any costs from repairs caused from opening the fire hydrant.
(C) Fraudulent or unauthorized use of water is a fine of $100 plus turn on and off fees shall be imposed if a person tampers with any water meter, turns water on or off at any street valve, corporation cock, curb cock, or other connection or disconnection or removes any meter without consent of the Yorktown water works.
