(A)
There is hereby established a user charge for refuse collection and disposal services within the town. Each place of residence within the urban limits of the town, excluding those provided service under the Muncie Sanitary District, shall be charged for each month of the calendar year for the availability and provision of refuse collection and disposal services. The following are the user charges established by this section:
(1) Starting October 1, 2022 - $15.15 per month.
(B) All rates and charges not paid when due are hereby declared to be delinquent, and a penalty of 10% of the amount of the rates or charges shall thereupon be attached thereto. The time at which such rates or charges shall be paid is now fixed at 15 days after the date of mailing of the bill.
(C) Refuse collection and disposal service shall be provided for residential users on a one time per week basis, and may include collection and proper disposal of recycling material. Such recycling services may be provided on a separate day from general refuse collection.
