Neither the credit nor the taxing power of the City is pledged for any payments required to be made by the City under the terms of its lease with the York City Sewer Authority hereinbefore mentioned, but nothing in such lease shall prevent the City from making any additional payments thereunder from any funds which may properly and legally be made available for that purpose.
