(a) Any owner or other person who violates or refuses to comply with any provision of this article or any notice given under the authority of the same, or who obstructs or interferes with any person in the execution of any of the provisions hereof, shall be subject to the penalty provided in Section 931.99.
(b) In addition, the violation of the provisions of this article, or of any permit issued to an Industrial User hereunder, may be declared to be a public nuisance, subject to the authority of the City Board of Health, as provided by the Third Class City Code. The Board may issue Orders requiring the abatement, prevention, or alteration of such a nuisance or take such other action as shall be deemed necessary to prevent, abate, correct, or avoid such nuisance.
