The Director of Public Works with the approval of the Mayor, may during any emergency caused by fire, flood, earthquake, lightning, wind storm, ice storm, war casualty, civil disorder, any act of God, or similar catastrophe suspend any or all of the provisions of this article for the duration of such emergency and for such reasonable time thereafter as may be necessary to permit restoration of normal service and removal of any temporary wires, cables and supporting poles.
