No person shall place, keep or cause to be placed or kept upon any street, alley, public square or sidewalk in the City unless otherwise provided for in Sections 1303.01(n) and 1308.07(b)(5) of the Codified Ordinances any wagon, cart, dray, sleigh, sled, carriage, box, bale, basket, crate, cask, lumber, goods, wares or merchandise. However, nothing in this section shall apply to persons engaged in building or improving, loading or unloading, packing or unpacking merchandise or other materials.
