(a) Council shall have power to grant permission to any church, school, fire, company, secret order or society of charity, to erect or build a monument or statue upon public parks.
(b) All permits to build or erect any monument, memorial or statue in public parks shall be issued by the City Engineer who, with Council shall have full charge and control of the location and construction of all monuments, memorials or statues to be erected in such public parks.
