No person shall throw or dump, or permit to be thrown or dumped into any lake, stream, creek, fountain or public body of water within the City, or on the banks adjacent thereto, or onto any public or private property within the City, any garbage, bottles, cans, rubbish, wire, glass, cardboard, paper, wood, cartons, boxes, cinders, ashes, vehicles or parts of vehicles, building material, dirt, sinks, tubs, washers, dryers or other abandoned or discarded materials and devices.
