All fines or forfeitures collected upon conviction of, or upon the forfeiture of bail of, any person charged with a violation of any of the provisions of this article shall be paid into the City treasury, except such as are by Act of Assembly required to be paid into the Treasury of the State of Pennsylvania, and shall be deposited in the General Fund and be expended for the repair and maintenance of the highways of the City.
