(a) No person shall operate any vehicle on any of the roads, driveways or parking grounds of Spring Garden Memorial Park, a public park owned by the City, situated partly in the City and partly in Spring Garden Township, County of York, Pennsylvania, at a rate of speed in excess of fifteen miles per hour. Any person driving a vehicle within the park shall drive the same in a careful and prudent manner, and in such a manner so as not to endanger the life, limb or property of any person or cause any injury or damage to the shrubbery, trees, lawns, bird or animal life or any property within the park.
(b) No commercial vehicles, drags, motor trucks, motor omnibusses or truck tractors shall be permitted within the park, without the written permission of the Director of Public Works.
