Owners or operators who fail to obey signs as posted or in emergency situations fail to obey orders and interfere with City employees, agents or contractors in the discharge of their duties or performance of their contracts, shall have their vehicle towed out of the area at the owners or operators expense. Owners or operators who in emergency situations are unable to be contacted but whose vehicle interferes with City employees, agents or contractors in the discharge of their duties or performance of their contracts shall have their vehicle towed out of the area at City expense.
