No person shall knowingly join or participate in any parade or street fair conducted under a permit from the Mayor in violation of any of the terms of such permit, nor knowingly join or participate in any permitted parade or street fair without the consent or over the objection of the permittee, nor in any manner interfere with its progress or orderly conduct.
